The section proposed also offers the material
advantage of the convenient rectification of such settle
ment of the work as will inevitably occur during construc-
tion and for some time after completion, by lifting the
pitching whan required and making good underneath by
depositing additional rubble before relaying.

With regard to the construction of a portion
of the Breakwater, in the first instance, and the provi
sion of extensions hereafter so as ultimately to provide
the complete Refuge as designed, to which mode of proce -
dure reference is made in Sir F. Lugard's despatch of
7th. March, 1908, it will be observed from the diagram
of the typhoon of September 1906, that even if as much
as the northern half of the Breakwater were constructed,
but comparatively little shelter would he afforded when
the typhoon veers to the southward. In our opinion, in
order to provide protection to the extent required, the
construction of the full length of the mole will be
necessary, especially as the curved line of the work
